Description

The National Institute on Aging (NIA) is seeking exceptional candidates for the position of director, Division of Extramural Activities (DEA). The director of DEA provides executive and managerial leadership, including setting scientific priorities and program decisions, developing policy and determining resource allocation. The director of DEA manages NIA’s grants and training policies and procedures, including oversight of grants and contract administration, scientific review, and committee management functions. The director serves as primary liaison for NIA with the NIH Office of Extramural Research and with other institutes that share research interests. NIA’s extramural training programs, career development programs, small business initiatives, and other special programs are managed by DEA.

The division handles scientific integrity and ethical questions in research and manages the National Advisory Council on Aging.

Requirements

The director of DEA is responsible for collaborating with other NIA Divisions, NIH institutes and centers, and other federal agencies in the coordination and support of relevant scientific activities. This includes providing advice and assistance to the director, NIA, NIA Program Division Directors, and other Institute officials on issues related to policy and procedures for extramural activities and coordinating Institute training policies, procedures, and programs. The director of DEA has responsibility for the development, dissemination, and implementation of extramural review and management policies for and within the institute, coordinating a broad range of activities and functions to assure sound, efficient review and management of the Institute’s extramural projects; provides advice in the analysis of policy issues in the operation and resource allocation areas as they apply to or affect the extramural research programs and intramural research contract projects, manages the National Advisory Council on Aging and support activities, and participates in the final decisions affecting the funding levels for extramural research in order to assure quality of research in seeking the solutions to the major issues of aging and age-related diseases of interest to the congress, DHHS, NIH, and the general public as well as to the institute. The incumbent of this position will be expected to serve as the principal extramural activities representative of the NIA on committees and other NIH policy or program coordination committees such as the Extramural Program Management Committee.

Applicants must possess an M.D. and/or Ph.D., or equivalent degree in the biomedical sciences, with broad senior-level experience in research administration. They should be known and respected within their profession as distinguished individuals of outstanding scientific competence. They should demonstrate through their experience familiarity with grants and scientific review policy and policy implementation. They should have experience managing productive relationships with high-level advisory committees as well as successful management of teams of scientific and administrative professionals.
